Looks like you have some serious problem with configuration file. I would recommend to use official release without any modifications.
of version 3.14 I have only made the modifications for the WEBWAR and one year I worked without problems after a day for another happened this ... yesterday I uninstalled everything and placed the 3.15 unmodified for WEBWAR and it worked, now I will try modifying it back with the steps that indicate to see what happens .. thanks
