Can not delete device & wrong date
Most likely it's a device issue and has nothing to do with update. You can enable filtering to avoid time in future, but for data that's already in the database you need to either recreate device or manually remove it from the database.
Thank you #Anthon for your replay, Regarding the Time issue I have checked the logs, the device reports the time correctly I have to delete the device to get the time updated correctly which brings us to the second issue when I try to delete any device I can not see how it is related to a device
It has been discussed many times before. I suggest you search on forum if you want more details, but TLDR is that if you device reported future time at some point Traccar will consider it to be the latest (by time) location and it will never update it again.

Its even make the MySQL server shut down
I don't think it made MySQL to shut down. It was probably result of MySQL shut down. It basically says that database connection failed.
when updated to version 3.14 from 3.11 I keep getting wrong date and I can not delete the device as in the following photo:
