Command Sending web console

Dear All,
I am trying to send a command using the button in the web sonsole. If I am loggin as Adminstrator the SMS checkbox is always checked and it can't be unchecked, but if I am loggin as Manager and try to send the command, the SMS check box can be checked and unchecked. Is it a bug?

Note. I am using the traccar version 3.13

If device is online, you can choose which way to send a command. If device is offline you can only send SMS.
