On a serious note, I think any GPS device can handle operate in that range.

I have two trackers that stop working at 200 ft and above. I need low power consumer device.
My point is that you don't need to worry altitude and speed. Any GPS device will easily be able to operate in the range that you specified. Basically you just need to look for a low power device.
