You shouldn't receive notifications for device that are not linked to your account. Are you sure your SMTP settings are correct?
Not sure what would be wrong with them - I'm getting emails properly otherwise?
The device in question was linked to my account so I could see it to test it worked initially, but it's been unticked for ages now, but I still get emails about it going offline/online.
Try to restart the service and see if it helps.

@nickthesloth, are you sure you do not see that devices in admin device list?
May be they linked to admin indirectly, by groups?

I use version 3.9.

The devices I initially registered for tests, even though not appearing in my UI, continue to send notifications.
I will stop and start the service and report if it has been fixed
After restarting the Traccar service, the notifications worked correctly.

Not sure if this normal behaviour - I login using an admin account, and only have my own devices viewable to myself in the UI, but I have other users with their own devices. I'm set to receive email notification, but I'm getting them for all devices. Is that normal behaviour with an account that has admin privileges?
