Your device is using GPS103 protocol, so correct port is 5001. Please also check following page:

Using 5001 port
Some devices is fine
Some devices is not working same message send to server
Do you know "LOAD" mean
I don't know if it's TK103B or GPS103B, but it looks exactly same.
If I send command "Check123456" then it gives GPRS OFF, GPS ON, and GSM 23.
But Server only receives as Hexa value as follows:

I don't know why it gives this value even the GPS is on and it has no problem for server communication.
Please help me to solve this problem, or give me any comments. Thank you.
