WhatsApp integration

Hello, everyone.
I am going to implement future that admin send message to user via WhatsApp.
I got 2 token from phone. one is cloud service and another is local service.
which do I use ?
and then how to get URL for WhatsApp integration.
I attached image.
Please help me.

Twilio has an api for WhatsApp, but it is a paid one https://www.twilio.com/en-us/messaging/channels/whatsapp

You can use whaticket, it works perfectly, I use it on mine and it works very well, the configurations are like this:

    <entry key='sms.http.url'>https://SEUDOMINIO/api/messages/send</entry>

pode explicar como fez ? pois em url tmb não sei o que colocar, já coloquei a url do navegador e não deu certo, até o ip da vps e não funcionou tmb
