Here it was just the device IMEI

After Acknowledging it from the server side, the server send this:

821211	2024-09-01 18:13:10.677966	185.182.187.89	105.67.5.41	TCP	67	5027 → 61676 [PSH, ACK] Seq=1 Ack=18 Win=65536 Len=1 TSval=4000837355 TSecr=2273195

Which only contains "01"
Then there was multiple keep alive and a try to end the connection from the server side without any answer from the device to that.

OK, so device connected and received a response. No actual data. Sounds like a device issue to me.

Same to me at first, but when I saw that the device in the same time are sending data to other server either I configure them as backup or as main server, and not to that traccar Instance, It made me exclude that case, but I'm suspecting the VPS side, since the device sends data to other host, I suppose that it's doing the same for that host too, but the request was blocked before arriving to the host in the data center network layer. But I'm not sure, we'll probably switch to another host an try, thanks a lot Anton for you time.

B.Ihab, lets check if you device is set properly. You can download the configuration file from FotaWeb server.
Select your device by IMEI and click over "Create task", on the drop down menu, select "Receive configuration" and then "Create"
The task is created and server waiting to connect with your device (depending of the device configuration), but you can send send command via Traccar to connect immediately with the server and receive the configuration file.
Because Teltonika provide several options and priorities when device to send data to the second server
