Traccar Server 3.8, freshly installed on Ubuntu Server 16.04, configured to use MySql 5.7.
I had this issue using the H2 database as well, switching to MySql has not fixed it.
In all cases I have logged in as Admin and created one non admin account. I get the errors logged on as either account.

On Saving Edited Accounts
I am also seeing a problem when deleting objects. Devices, Accounts disappear from the UI lists, but on refresh or log out log in the object are still there.
Nothing interesting in wrapper.log.nnn
